Terraformation Stages

[Prime] The Terraformation process is a series of stages to develop the barren planet into one that sustains life. Each stage is completed by reaching a certain number on the Terraformation Index scale. The transition between phases is not abrupt, but smooth. At the beginning of each phase, the first signs of that phase begin to appear throughout the planet's environment. By the end of the phase, those new characteristics of the planet are completely developed.
